What do you do if you have an employee who is good at what he does but never gets to work on time?

Change his working hours.

If that's not possible, then find out why.  Remember that calling him into a formal meeting and asking him directly is unlikely to produce the real reason.

Don't just let him get away with it: lack of discipline is not good for the team.
