Is HR still the weakest link in organizations in the UAE?

Actually Policies are for the welfare of the organization and declares the eligibility and rules and regulations for the Employee  

HR plays an important role in the organisation to resolve most of the grievance at initial stages, and over comes conflicts and help employees to gain confidence on the company 

A department will never be weak, until and unless the management / employees in the organization makes it weak, I don't understand why people says HR department is weak especially in UAE. The most privileged and systematic department in UAE is HR which I can say it very proudly. First it is very important to know the main essence of HR and out of my 6 years of experience in UAE I will say, if the HR department is weak, the Organization will never sustain with good employees.
