Why it is important to involve HR in firing decision-making process?

Small Correction please...Core dept has already decided to fire. It means decision is made already.

Involving HR is only to find out options so that a decision can be taken. For example, HR will never support in elimination but attempt to internal displacement. In fact HR is meant for giving life and not taking out.
