Off course a boiler. An engine transfer chemical energy to mechanical. A motor transfer electrical in to mechanical. And a turbine transfer hydro energy if its hydro turbine into electrical energy. So boilers is different as the function of a boiler is to generate steam by heating water.

Boiler!!! others conver thier primary energies to Mechanical while Boiler converts its own to heat!!
