Its depends upon the level of hierarchy.
At Executive level monthly Incentives on Targets are best to get the better Productivity.
As well as certifications also give the good Impact.
At Higher level Profit Sharing is the best to motivate them.

Decentralise the power and minimise the control over marketers and provide incentitives based on monthly target will be better option. 

The companies should not follow both control & incentitives based on target together. Because this combination may demotivate the employees.
