I would say UAE. Having strong and competitive aviation organizations made the country a recognizable aviation hub that connects the world globally. 

Award winning air carriers, such as Emirates and Etihad, became rule breakers. making huge orders for aircraft and announced yearly revenues, despite the overall market performance, indicates that the UAE aviation market is strongly competing globally. 

In addition, DNATA, the ground handling company, is now not only handling Dubai airports but also growing to reach foreign markets and competing globally on on-time and safe service.
