Are we still using "craft PR" in the UAE? Have we yet to practice two-way symmetrical communication?

The asymmetrical models of public information, and press-agentry are considered craft public relations because they use strategies to manipulate and propagandize the public. Professional public relations use two-way asymmetrical and two-way symmetrical communication; yet craft public relations uses one-way communication (J. Grunig & L. Grunig,1992).
