Which is better Investment in Motivational Factors or Training & development programme?

Both are the valuable tools for organization, but only motivational factors without training and development organization will be death in shorter time.

Motivational factors are more important, agree with Saiful Islam Hiron but motivation is a tool which should be use time to time, otherwise we can not get desired results.
