Both Work and Salary are complementary and important .
Salary plays a survival and motivational role in our life .
Work plays an inspirational role to do and be Better Professionals .

both are important, you need adequate salary to live in appropriate living standard and you need good job that satisfy your self-esteem.
Also, the salary is not only for this reason, it has another psychological implication, it is the materialization of your success in your work, if you are not getting proper return, it will be psychologically interpreted that you are not doing well in your job.

Work is obviously more important.
However Salary is the biggest motivation to work.

It's important to come to a win-win solution since it can set the tone for your work life with the future employer.
But wait until after you receive a job offer to start talking about salary.
Everyone approaches the process differently.
Use the tips below that you're most comfortable with.
Evaluate the Offer Wisely Identify the salary you can reasonably expect for the type of position.
A networking contact at the company may be helpful in determining this.
Identify your own salary needs according to your household budget.
Consider the job offer in terms of your long-term career goals, the work environment, and the benefits.
Talk it over with someone you respect.
Make a list of the pros and cons of the job offer.
Remember that salary is only one part of job compensation.
Often better benefits — like flexible schedules or excellent health insurance — make up for a lower salary.
Make sure the job description is clear.
Note your reporting relationships, authority, and advancement potential.
Communicate Effectively If you are uncertain if you want the job, state that you would like to discuss some items before you can accept the job.

you can separate those both factors, both of them are important, but some times you can sacrifice a little in of them for the other, depend on the case it self

I think that the question is not clear precisely and should ask in revers way like “Is the salary before work or vice versa? Because I thing that the way you ask the question everyone will said work is important but fact when you test him completely different, but when you reverse the question like mention here you can estimate the measure of transparency, accuracy and quality of what kind of employee you prefer
