the point in recruiting is to hire who you need, no who you like.

and a little advice to you my friend " don't put your faith in anyone but yourself, and don't get deceived by the outside cover"

i would advise that you stick to your salary scale. because salary scale is based on Job description. If you you have an applicant with qualification over the salary scale, this will mean that you will get an over qualified applicant, however, if the one who is hiring is the CEO, then a decision on the boss is also critical. this will create salary distortion within the organization.

You should avoid to hire over qualified people..they might stay sometime for salary but after sometime they will get bore cause thier full potential is not being used then they will leave the job for sure... hire someone whose credentials fits the job requirement..
