in my point of view you can choose the perfect candidate via the following:
1- qualifications >>> which match the offered position requirements.
2- experiences >>> general production environment experience and experience in the position.
3- give the candidates questions or consult them regarding an scenario related to the core of the offered position because if they now the basics well enough they will be able to do well at least 70% from the assigned tasks.
4- observe their personal traits... if they are negative, aggressive, creative and maybe not good with stress >>> choose depending on the nature of the position and what kind of person you would like to work with for the following years.

the other matter is the salary, most people find it hard to reveal their salary because they think that they might get something close to it, which means if they were underpaid say 3000 the new employer may offer them 4000, but if the employer work on assumptions he might give them 6000.
and to be fair many employer use that trick to cut costs which unfortunately how business work, which in return is a sign of bad employer from the angle of the candidate.
on the other hand you can give him the question from another angle, you as employer must have an enough information about the position you are hiring for including average salary
ask the candidate how much do you expect ? and start the negotiation with him from there.
