How to mitigate peoples commitment if they were exceeded DSR(depth credit ratio),however they are financially very strong well known in public demand

I think in banking especially while issuing loans as with accountancy one has to be conservative. Otherwise the % of bad debts or in banking terms (non performing assets would be very high).
