It depends on which country you are working. If you are in a conservative country, you should respect their tradition and culture and not to take photos. But in counties that are allowed, this is important if the cause of accident is unknown but the person taking the photo should ask for consent of the person or relative involved. Every photo taken should be kept confidential and not to be shared to the public.

It depends of the situation we will take pic on the scene suddenly the mind never says to take pic but taking pic is necessary to know why and how the incident happend.
