I will say one needs to look for fire in belly (an urge to perform) more than anything else. Freshers and youngsters may sometimes lack the passion and energy of an older and experienced (career changer).

I will prefer fresher rather than career change an entry level because fresher will be a hard worker and positive change for the organization.

i will prefer the fresher because fresher have the basick knowledge and concept and can do the research and improved the organization ,but the career change may have not the knowldged of the mentioned position and he need for the time to gain the knowledge in relevant field then move forward.
