You have raised a very important question. There are diverse situations in various countries of developing world except one common factor - POVERTY.

Literacy rate is directly related to the rate of employment. The literacy rate goes up with healthy economy. No doubt, there are several important steps to be taken along with a feasible policy to enhance literacy rate.

Certainly it is not so hard to reduce illiteracy as is considered by most of the countries. Unfortunately, apart from poverty, half hearted efforts to enhance literacy rate and inconsistent policies of respective governments are the main hurdles in achieving this goal.

If it is considered a hardest ever task even than it can be accomplished with will power, solid planning, using required resources and a long term policy with full efforts.

To answer this we need to know the background of certain  country  i.e. faith  ( religion) , diversity , social structure , Political issues and economy , then we need to know the Gov educational  programs and how it reflects  in to the schooling system ,  all above must be combined with devolving of said country. Here's some statistics to let you know how many person can read and write:87% of female youth had basic literacy skills, compared to92%of males. Overall, more than half of countries with data have youth literacy rates of95% or higher*. Despite these gains,774 million adults (15 years and older) still cannot read or write – two-thirds of them (493 million) are women, this is good percentage most of those people are citizens of developing countries illiteracy is not the core of the  problem it's the way we implement educational programs  in our schooling systems  i.e.  UNICEF has not  create , improve nor enhance any educational program in any of so call3rd world country  may be due to budget cut or maybe the UN is busy in the current world political issues, to me most of the world countries experience some kind of problem such economic issues or political issues no country in the world are in safe haven regardless of  USA and Europe behavior they raised the wall and acting in defense mode they are busy in pulling robs to draw their new strategic layouts , they are completely ignoring any world organization that deals with education or even to improve any exciting one . Finally we are responsible in the illiteracy in our countries and we the one who must find the solution for it, but blame it for the poverty and other social problem in our country it's like we give up trying to eliminate it  this wont be acceptable.

As I am living in a developing country so I know well the obstacles which are increasing illiteracy here. The major hurdle is non availability of qualified teachers locally. Pupils have to travel6 to10 kilometre on foot or some cycle etc.

In current information age, it is easy to reduce illiteracy level in developing countries now. It needs to provide internet facility all around country, especially in rural areas. Then establish small school units in each village with involvement of  private people (local public). Authroities should establish education center at central place in city which should be connected through internet with small school units scattered in rural areas. Teacher sit at central place and run class all around province. They need not to go physically in far flung rural areas. Very soon, In shah Allah,

I am going to start this project as a model in Pakistan to literate my local community.  Under this program, I will involve one local person from10 villages and ask them to arrange one computer system with internet facility. Further I will establish my education centre at Islamabad or Lahore from where my teachers will deliver live classes to use moodle in all10 villages at the same time. In this way, local community will get education by staying at their home or village. Fee will be nominal that will divided among central administrator, teachers and local administrator.
