What is the best way to transfer an organization from the manual/No HR practicing system to modern HR Practicing organization in the developing countries?

Keeping in mind that in developing/under developed countries, most areas are where the organization head either have no knowledge, or have not enough resources to convert to modern HR Practices/departmentalization, but have potential to become big organization if these practices are applied. What could be the easiest possible way to make that transition?

I think we are talking about Change Management  and rolling out of Human Resource Information Systems, ideally advancement to modern HR Systems. All this takes planning in advance;

  • Leadership needs to embrace the change that needs to be implemented, from top to bottom.
  • To make sure that there is no resistance to change, Training of staff of the new impending changes is necessary that way it builds acceptance.
  • The new systems must be budgeted for especially where it involves acquiring new Human Resources Information Systems. 
  • Consultations with the IT department with regards to the Integration of Systems in the case of Existing Enterprise Resources Planning (ERP) Systems.
  • Employee Self service should be implemented early so that employees can start inputting their own information and guidance should be given in the initial stages.
  • Respond to feedback concerning roll out and  major employee and departmental concerns with regard to the system
