Maintenance is more in to the Manpower management rather than technical learning for Engineers. Isn't?. Can anyone suggest how to make it interesting?

Being in the Operation and maintenance engineer for about four years, I feel the engineers role need to concentrate more on manpower and resource management rather than doing something interesting with technical knowledge. Can any one suggest how to change this attitude and make the interesting and technical learning?
