A big chunk of educated population all over the world remains uncivilized and uncultured. You can estimate on the occasions of public gatherings and specific behaviours. That's why the term uncivilized degree holders was invented.

It depends how they were brought up from the young age. Students who come from a cultural family/background will have culture. But many are following the Western trends and forgetting their culture.

 

The aim of education should be to bring about an all-round development of the personalities of the students. Education should make all virtues emerge and shine forth in students. Culture essentially aims at developing human beings with such a personality.

 

Education without culture makes man forget his true human nature and take to evil ways.
