Recommend that the learner is referred for a  special needs assessment to determine the needs and the intervention required

Identify and focus on area of concern and provide equal time and interest to each individual's specific needs

All "special needs" students should have the support of a Learning Support Assistant until such time as you, as the teacher in consultation with the LSW feel confident that the student can be fully "integrated" into the classroom. The role of the LSW up until that point is to act as the interface between you and the student and helping to ensure there is a minimum of disruption to the class which includes ALL the students and of course yourself!!

The classroom  environment  need to be modify to fit the special needs child area of learning . It depended on the child's disability. Every child with a disability should  be in a general education with learning of support staff. That can work with them on one and one basic . They should able to learn as a normal typical  child .

Well, extra help would always create miracles but if the situation is not a very serious one, I would keep the kid within his or her group and get his or her peers to support him or her during and after the lesson. I think what we should keep in mind is that according to Krashen, even mentally disabled people can learn their first language. So by providing ample meaningful input, we can trigger the parameters in the kid's mind. So I would suggest a lot of reading and listening (viewing).
