This is very general question, but without a doubt Massachusetts Institute of Technology (MIT) is the best! Again the question is general, you should specify the location, the degree (bachelor's, master's, PhD), and whether you are looking for a scholarship/financial support or not. If you are planning to pursue post graduate degree and you have a relatively high GPA (3/4,80%+) I would suggest to apply to the following universities as they offer full scholarships/assistantship:
KAUST in KSA
Masdar in Abu Dhabi; this university is supported by MIT and you can study for one semester there :D
KOC in Istanbul
Also search for Singa program in Singapore!
