Here in Saudi Arabia I have never heared/seen Tender at least related to my work we always utilize Proposal. But I beleive that RFP is more complex & larger than tender & evaluation criterias to get the project are the same for RFP & RFT

RFP is used when the purchaser is looking for the best value solution to resolve a problem or to deliver a good or service, but is not exactly sure how to achieve it.

RFT is used when the purchaser knows exactly what good or service they want and is looking for the best price to deliver it.
