Enlist the help of the "higher" functioning students. Assisting the "lower" functioning students will help in their own development, they will feel valued and needed, their self confidence will be boosted knowing that you trust in their abilities to help. Those being helped may feel "closer" to their fellow students and grateful they are spending time and effort with them. The whole process will also encourage a "team spirit" ethos.

Use multi sensory approach where you vary the teaching aids in terms of literally work. Pictorials and more of debate story telling would make those with low reading ability part and puzzle of the class. Every student count even as time ticks. We should never leave any feeling frustrated. Mix them up when it comes to class arrangement, peer teaching may do miracles.

We always hear the words PRACTICE MAKES PERFECT i guess this can be helpful to the students with high reading abilities and low reading abilities. I remeber in my younger years that whenever there are students who exceed expectations they are usually the one who is incharge to those kids or fellow students that are behind with their reading exercises. we call them student teachers because some students are to shy if the teacher will be the one who will ask them to have a reading exercises but with their fellow student it is more comfortable.
