Who in your opinion has the authority of control over the design of a project? Project Manager or Design Team leader?

It is Project manager who has authority and control over the design of the project. Design team leader is responsible for the design of the product..not the project.

 

This is team work - Of course the project manager has the final say but INPUT from Sales Manager and sales team - Marketing manager and marketing team are vital elements in the sucess of the project. 

We must realize that Sales and Marketing are the front liners. 

Final approval must be from Project Manager.

The project manager is the person accountable for the design of the project and therefore he/she have the authority of control over this issue. On the other hand, I see that he/she are better off if he/she seeks the participation of all team members during the planning phase.

Project Manager who ran design  Team Leader .

The design team leader is responsible for the design of the project but can't put it into reality unless the approval of the project manager since he or she has the right to accept, reject or modify the design.

Final approval should retain in the hand of Project Manager

Project Manager responsible for that if the designer made different design then the PM which is best suited for that according to cost relibility.
