What are Program of Works, Clause 14 Program and Baseline Program?

Until1987 when FIDIC4th edition was introduced contractors’ construction program used to call Program of Works or Construction Program / schedule, but after the FIDIC4th edition the same used to call “Clause14 Program”. And when Primavera Corporation introduced P5 and then P6 people started calling it The Baseline Program.

Now for the non technical people (who do not know Primavera and its terminology) know that the program that has been approved by the consultant is a Baseline Program before they know it by Clause14 Program. But Planners must know that a baseline program is a (intangible) copy of the approved program that is within the P6 database only and must not be changed, amended or updated just as they have been doing in P3 where it was called the Target Program. I am not sure but in MS Project it is also called the baseline.

The program is a group of related projects, clause14 program I don't know it, baseline of program there a lot of baseline cost, scope, schedule, the concept is the initital value that used to compare with the value takes during the project to know where we are.
