In some companies, payroll is processed by the HR Department while In others by the Accounting Department. What do you say?

Yes HR is responsible for Payroll management accounts just reconcile the data.

I think that payroll is better processed by the HR department because they are involved in pay components such as allowances & deductions while accountants should not get involved in these issues.
