This question is a little bit suggestive. The situation in particular region is very strange and can be seen that the native applicants have much more possibilities than others. But this is not the cup of tea of good manager. Most of all I think that this approach is contraproductive. If the environment is sterile so this is the first step to the stagnation. It is necessary to have very varied team and the main thing is the performance of the team. If you are self-confidet you should to overcome this obstacle and go ahead.

Dont be pessimistic.
