In construction estimating. this depends on whether you're in the process of submitting a tender or the project was already awarded to you or to your company. If the project is still in the tendering process, my answer is: its better to over-estimate than under-estimate because if you over-estimate, you'll only lose your bid and a chance to snatch-up another project while If you over-estimate and by pure luck, you got the project, you'll be having a financial windfall (big profit!) . if the project was already awarded to you  and later found out that you under-estimated your bid, nobody's gonna be happy. your job will be in trouble and you're company will suffer financially and might also hurt its reputation in the process. thank you for your question.
