The administration department are responsible for the Setting hr depart ant another one coz after administration department is the one of depart can take any responsibility for any depart.

Off course it is shared responsibility of HR with other concerned department(s). Only HR is just nothing, since concerned department would be able to provide feed back

Its every body responsibilty to follow COB (Code Of Business) for fare, safe, justice and acceptable work environment. Also its common rules to follow and to be in a safe and formal way of work and without violating the work method.
