If recruitment is done without considering the employment planning, then one can never be able to recruit the skilled worker required for company.  The right man can never be deployed on right job.  It means that recruiting is a integral part of employment planning.

I think that the strategic planning is depending on both of them. it is related to how many workdrs that  the company in need for. If, we did not plan strategy for recrutment, it may create some difficulties for the company targeted. so, from this point, we will observe that they are playing complementary roles between them.

Answer: Employment (or personnel) planning is the process of deciding what positions the firm will have to fill and how to fill them. Both employment planning and recruiting should flow from the firm's strategic plans. Thus, plans to enter new businesses or reduce costs influence the types of positions you'll need to fill or eliminate. One big question is whether to fill projected openings from within or from outside the firm, and going outside requires planning what recruiting sources you'll use. Firms that centralize recruitment efforts are able to apply the company's strategic priorities.

Strategic planning focuses on what a company wants to do, rather than how it does it. For example, a company might decide it needs to diversify into new business areas because the chance for increasing its current market share is small. The strategic options might include developing new products within its current market, entering a completely new market or buying a business. A corporate finance department might create a strategic plan to improve cash flow. This could include tactics such as negotiating more favorable credit terms with customers and suppliers, improving receivables turnover or changing production schedules to stockpile inventory during slow periods.
