What is the difference between a top-down and bottom-up view of operations strategy?

for the top-down; you simply start with a general idea then drill down into details, while for the bottom-up approach you need to get a detailed analysis which will make it clear for you the simplest and smallest entities / objects and start buidling up till you reach the general idea
