What is the best way to influence a stakeholder to complete an action that will benefit the project but at an increased cost that stakeholder?

I have often encountered this issue while performing stakeholder engagement and management duties for Rail Operations projects. One stakeholder will request an activity be completed which will greatly benefit their ability to achieve deliverables on time, but at a cost to another stakeholder. What advice can others provide?

Provide a business case and justification on the proposal and clearly detail the benefits against the disadvantages and the cost. Also important to show the risk for not going forward with the action.
