Can you negotiate still if you come late to a negotiation session?

Yes you can your problems is not knowing what has been said or agreed too prior to you reaching the meeting. I would suggest that once you are at the table you need to get an up date of proceeding and once you are satisfied you understand all developments, and for those items not agreed to or these items included in any agreement, you become part of the negotiation process.
