Do Head Cashiers form part of store's management teams?

for me, Not Head Cashiers put his or her attention on sales, his or her Subordinate, And the Store management team focuses in Costumer Service, And there is word ''Form'' there is consequences to be consider, Let me have a situation...

there is a costumer complaining  to the Merchandiser that she/he (the costumer) will return the Items that she/he buy in the store, and the Merchandiser will approach to the Cashier and the chain reaction it goes through the Head Cashier and give the permission whether the Head Cashier will reject or accept the wants of the Costumer.  So there for All of the employee in one establishment, company, Store etc....                

Should WORK as one in order to Provide the satisfaction of the Costumer, even if it is Pressure Situation.

 

The Situation I gave was base in my work experience as a Merchandiser in a Super Market here in my Country.
