It divides hard targets into smaller targets that are easy to achieve.

Neither is a good choice.   Goals need to be achievable but not easy.  Set aggressive targets that can be met with effort.  If a company allows have a target then a stretch goal.  

This way you are further rewarding your superstars who go the extra mile.   

Keeping your best employees is what would benefit the company more.

In my opinion manager should set both of them , but there are priorities, sometimes achievable one should be set first, and other times hard one should be set first , that depend on what we need to achieve first!

The characteristics of goals is - (SMART) Strategic, Measurable, ATTAINABLE, Realistic, Time bound. The management is supposed to set SMART goals but also ensure that there are fairly minimum targets set but maximum (hard) targets honestly shouldn't be put in place. In businesses today, several managers set goals and targets which honestly aren't realistic or are un attainable imposing more pressure on employees especially those in sales field. Therefore, the management ought to honestly set goals and targets which are SMART. Thank for the invitation.

A good manager will set goals that are achievable but which require the staff member to work hard and stretch themselves.  This will help the staff member to develop their skills and experience.

If goals are too easy their achievement will not be valued by staff; if they are too hard to achieve, they will demoralize and demotivate staff.

Manager has to set goals subtracted and be part of the organization's strategic plan, then convencing his team that these goals are achievable by the team on due time by doing their best for that.
