Is there a relationship between design and art?

art: you have a paper and you draw something on

design: you must add something to what you drew to make it more attractive

There is a relationship between design and art.

Design needs an art imagination. To highlight the creative side of the design.

Design is Art but Art not always design. 

Art can be in a lot of mediums, yet it doesn't always has a meaning. 

Design on the other hand, will always has a meaning and a hidden message for consumers to solve.

for sure yes because if the design has not the art talent so it will fail to deliver the targeted message or deliver it in negative way.
