I think this is bad management. it is essential that you delegate responsibility and distribute work in a balanced manner.

Delegation of work to concerned people is god. but if the manager is just giving his work to subordinates because he does not like to perform that then you should look for a new manager.

1.You can not get a good result when you overload an employee with tasks.

2.Effectiveness and Efficiency is reduced with overlaod with too much tasks.

3.Company policy  is   applied to everyone employed to carryout his or her task assigned to meet the objectives of the organisation

4..rules and regulations of the company should be follow by every one employed to carryout task.

5.Laziness should be eliminated to avoid low productivity.
