Why do employers not specify the salary or salary range in most job posts? while they already have budgets for the positions advertised.

Well, because employers can attract a candidate with high potential capabilities with lower salary and grad than the budgeted position, for example employee last salary was 10,000 and the new position budget is 20,000. Does the employer will offer him 100%.
