It is always the job satisfaction because if they are satisfied with their job it means that they are motivated and this will be the key for them to improve and move to the next level/promotion will somehow bring them to have a higher salary.

The answer to this question is purely subjective as it depends on the individuals, personal circumstance, values and personality. Whats motivates that individual to get out of bed in the morning, if you can figure that out then you will have your answer. 

Personally job satisfaction for me is more important than money as i cannot excel in a job where i do not fill fulfilled. Money just isnt enough of a motivating factor to get me out of bed in the morning, i have to love what i do and enjoy the people i do it with.
