I feel it is option C , because Scope Baseline is worked out by Project Manager & Project / Functional Team and in case of Project Charter , a P M helps draft the charter in conjunction with the Sponsor ; Sponsor may be an End User or any body external to performing organization such as a company or a government agency or any external enterprises etc.
