Negotiations as the name suggest should be flexible, when you have an offer you are trying to negotiate, you have a pre-meeting with your team to suggest limits on negotiations.
As in, when you are trying to sell an operating and maintenance contract to a third party, you agree on not going less than a 25% discount. So you start by offering a 10% discount to get the negotiation process started, so when the prospect starts making points the whole negotiation will probably end on 20%.
