It depends what kind of video are you editing ? is it a commercial, corporate video , is there any other sounds included or it's only music ? ... if it only have a music then you create the first cut by creating the storyline and selecting the footage that you want to include, then you add the music and create the second cut according to the music ( shorten the footage or remove some , according to the feel or the beat of the music to create more feeling to it ..etc )

It depends on what type of video you are editing.

if it is for a video commercial, I prefer to add the music first then I do the cuts relate to the music; but if it is an interview or short film, music comes after.

in my opinion cut the photage according to the music you want to use. beacuse the shots will move and transition with the music

It depends on the type of video or what is in your mind, sometimes you cut the video and then add a monotonous music in it, otherwise you cut the video and attach them according to the beats of music.

You will only add a music as a sound track after you have finish editing which includes after all edit cuts had been made.

Sync the video to the music. Cut and edit speed of the clips according to the beat. that's how you create harmony in the video. Unless you can edit the audio and make a custom beat, then edit the video.

It depends on what type of video I'm editing. If the video squence can't be altered as it may disrupt the idea the video is trying to pass to the target audience then the music comes as secondary. If the music itself is the topic of the presentation rather than the video then I would edit the footage according to the music.

if you are looking for a professional production you should cut the footage according to the music, cuz  harmony of video and music Creates great enjoyable visual experience and also differentiating professionals from beginners

it depends on the video, if it is collarge/showreel based then cut the video first, however if there are vocals then cut the video in accordance to that rest of the music and sfx are added later on, so in short both go hand in hand.. we as editor have to understand what priority is

Personally, I prefer to cut the photage while I have the music and keep examining my work, but if you are searching for professional video editing here is the best option: https://imagerevolver.com/ because you´ll do cinematic videos, with amazing resolution and high quality, so in my opinion, it´s the best option.
