In the available options option C seems best bet. However the right approach will be to understand which part (item) of the budget the sponsor is unhappy about and either address it or convince the sponsor with more detailed workings or historical data on that part of the budget.

The best approach would be to provide more clarification and discuss it again with the client to make him/her understand all the points. And yes provide historical information in past projects documents to prove your point.

Inform the sponsor so that they can discuss with the project teams on which part of the Project that the Cost can be adjusted; especially in Cost Estimates we have a so called contingency factor upto15% which we can adjust it upto minimal point depending on the co-ordination of the Teams.

I will opt for c) Inform your sponsor about all activities that you will cut from the planned ones with their impact and repercussions so that he is fully aware about what he will get as an end result and what will get eliminated.
