Call centers by default have very high turn over with average time of employment 3-6 months accordingly Call Centers need a continuous supply of employees to cater for the high turn over.

Outsourcing is needed also to reduce the hiring timing because normal hiring process can not cover the needed demand generated by short employment.

Call Centers agents are characterized by not being committed to expected working timing with a lot of absences accordingly Call Centers tend to hire more employees than they actually need to cover any absence in any shit since they have 3 shifts to cover; normal hiring can not cover such demand it has to be based on hiring on demand to cover any drop that might happen; accordingly conventional hiring will generate huge loss.
