Employee training should be always conducted during working hours! The working hours are not only for the employee to do the daily routine and then go home! Training is a very important part of work. The companies should always have a schedule for the training of their employees within the working hours .Even most professional seminars and fora take place during working hours, so they have the most attendance possible!  Now in the case of a very specialized seminar or study for the upper management that may take place in another country then it may be done when the event is scheduled even it is not during working hours!

It depends. If the skill is mainly useful for employer then it should be during the working hours. If the training comes with a personal certification and it is really expensive then employee should also contribute to realise its value either by paying the part fee or paying his/her personal time.

The distinction is needed if this is ON THE JOB TRAINING OR OFF JOB TRAINING.The former is obviously to be done during the working hours, This is essentially up-skilling the employee as well promoting team building exercise. The benefits are seen in better job management.

The OFF JOB TRAINING can be more related to soft skills development, which can be more easily done in separate time slots, usually over the weekends.

 

From my point of view the training during working hours is the best because OJT On the Job Training is the most effective type of training methodology, in addition to that it keeps the employees motivated and participating directly in their work problems solutions plus increasing productivity on the spot.

The training should be conducted after the working hours. Considering not exceeding the over time limitation to prove importance of the training that's develop healthy  environment  to encourage  fully perform and concentrate

Staff must be trained on the job in case of the need for training in a new skill or the use of a new machine, and if the training to change certain conviction shall be within the working groups

On-job trainings are to be conducted during working hours. However, if additional trainings are conducted by the company which will complement the learning / performance of participants - then it is preferable to arrange them after work-hours to avoid downtime in usual business. Another option might be to conduct them during work-hours but in the lean business season (for manufacturing and related sectors).
