Hello Imtiaj, I guess the term "Qualified Candidate" is referring to both academic and experience perspective, hope the below generic answer helps in someway.  (1) Online platforms are given the flexibility to filter down the candidatures with the set criteria and gets only the target profiles, this is the first preferred and easy option (2) Secondly, identify the low paying organizations within the similar industry for target hiring (3) Check if the current job opening has the scope to train resources beyond the regular induction programs and hire with little less competent resources and bring them upto speed with the additional training, in this case the recruiter should have the skill set in identifying the trainable resources (4) tier 2 or tier 3 locations hiring could get qualified resources within the budget
