Director is a person in charge to a bigger group while Head is in charge to a smaller group.

Example:  HR Director is in charge to the whole HR Dept where there are  established section teams like Head of Learning,  Head of Recruitment, Head of Compensation etc.

Head of HR is a person in charge to the whole HR Dept where the dept is a smaller working group.
