Locus standi is the one who is a person aggrieved or deprived his right or a person interested in litigation to initiate the proceedings before the respective court as a matter of right to enforce or protect his/her rights through judiciary.

No., locus standi is not required for public interest litigation., that is the main reason why in India is adopted Social Interest Litigation from America as Public Interest Litigation for the sake of raising voice against the injustice  to public, by any person who may not be interested in its fruits but for the sake of public or society or for any individual who is aggrieved or deprived his right. My 2 cents. Thanks.
