Dreamweaver is not a design software, Photoshop an d coral draw and Photoshop both are. The main difference is Photoshop is pixel based where coral draw is vector based. Today in the market Adobe Illustrator has replaced coral draw on many of the occasion.
Dreamweaver is basically for designing web pages, so unless you designing graphics for a website, this does not fit in your question.
There is no software called "Coral Draw", so I think this also is not an option. (There is app called "CorelDraw").
In conclusion, since you are choosing from only three choices, by process of elimination, you're only left with "Adobe Photoshop" as the best. But if you mean "CorelDraw" rather than "Coral Draw", then you might get a contender.
