Answer is A

 

SPI is 0.7 that means all the planned work has not been finished.....

EV is less than PV.....

.there is no information about the status of deliverables so all other options don't make sense...

Schedule performance Index (SPI) and Cost performance Index(CPI). SPI being 0.7 means the project got completed only 70% of the planned portion in the scheduled time. This means that the planned work falls short of schedule. CPI = 1 means the Earned Value and Actual Cost incurred are equal hence the project is on budget.

It's a positive on the outlook! Only 70% of the work has been completed with 100% return assurance. But that doesn't mean the project is fulfilled. Critical parameters in completing the remaining 30% of the project need to be accounted to prevent negative fallout. Generally such a situation apparently seems comfortable but this is where most projects fail, if not carefully handled. This is by norm the 'handing over' period!
