I personally i will chose the leadership for his powerful positionsand the  and his strong personality and  unchanged  with variables because they indicate to what extent is the leader of his high efficiency and experience and his insight and look far for each step he takes

Its critical issue and depend on jop, some times we need aleader with high skills for jops like ' IT, engeneering....' and some time we need a creative leader for jops like ' marketing, sales, arts...etc.' its critical issue for decision makers.

My answer: 

The leader you choose should have the right experience, right skills and right attitude for the job. However, those are pre-requisites for all potential candidates for your leadership position. 

From amongst these candidates, the leader should be chosen for his proven ability to lead.  Look to his track record, references, peers and followers.  Take time to find the right leader - it will be worth it.

i think both of them are needed .for example when you have aproblems in your work there is anew situtation you did not handle with it before her come the experience role it will affect your decision you will remember what to do in this situation to think more creative to find the soluation that will make the organization avoid risks .and more than this this leader must have many skills that makes his decision more and more effective and right so do his attitude to handle with diffrent risks it determine how he do with this does he will be angry or he will find himself stand idly by while crises happen or he will decide what to do

Regardless of the the importance of the both criteria you have mentioned in your question that may be a complementary to each other. I am really one of the followers of Trait Leadership Theory which states that leaders are born with specific kind of skills and capabilities and also Charismatic leadership approach which introduce Charisma as a combination of skills and attitudes.Accordinally, for me selection will be based on skills and attitude rather than experience.

when you have experience means you have skills and i don't think when you become leader someone will care about your attitude , this in my opinion
